Well crap! I have a maybe workable solution. Have you considered running a piece of elastic thread around the inside to just pull it in a wee bit. That *might* do it.

That’s pretty much exactly what I said! If I was just making this for myself, I would do exactly that. I am hoping to publish the pattern, so I should probably make sure it will turn out OK when done as directed.
